El 2 de julio de 1982 el Presidente de la entonces todavía denominada Asamblea Regional daba a conocer el concurso de anteproyectos convocados para la rehabilitación del antiguo Hospital de San Rafael, edificio elegido para ubicar la futura sede del Parlamento cántabro.
El jurado estuvo integrado por los profesionales Antonio Fernández Alba, Dionisio Hernández Gil, Santiago Amón, José María Pérez “Peridis”, Luis Castillo Arenal, Fernando García de Enterría y Jesús de Polanco, estos dos últimos como personalidades ajenas al mundo de la arquitectura.
El proyecto finalmente elegido fue obra de los arquitectos José Manuel Sanz Sanz y Juan López Rioboo. En marzo de 1983 se iniciaron las obras que concluyeron en el verano de 1987. La inauguración oficial de la nueve sede del Parlamento cántabro se celebró con toda solemnidad coincidiendo con la apertura de las Segunda Legislatura (1987-1991).

On July 2, 1982, the president of what was then the Regional Assembly opened a contest for drafts of the renovation of the old San Rafael Hospital, the building chosen to house the future Parliament of Cantabria.
The jury was made up of professionals Antonio Fernández Alba, Dionisio Hernández Gil, Santiago Amón, José María Pérez “Peridis”, Luis Castillo Arenal, Fernando García de Enterría y Jesús de Polanco, of whom the latter two were foreign to the world of architecture.
The final selected project was the work of the architects José Manuel Sanz y Juan López Rioboo. The work started in March of 1983 and was completed in the summer of 1987. The official inauguration of the new Parliamentary building was celebrated in solemnity, coinciding with the opening of the Second Legislature (1987-1991).
